Critical Planning Committee

Present:  Marc Stahl,  Bernie Kaplan, Karl Weiss, Mike Cole, Ken Ainsworth, Joan Sullivan, from CPC, and David Skiba, Mike Abeid

Marc reported on the meeting with Stantec held in Eastham on August 1st.  Marc Stahl, Mike Cole, Karl Weiss, Martin McDonald, Sheila Vanderhoef and Mary Elizabeth Burgess were present.

CPC representatives thought the meeting went very well and that Stantec appeared very competent. The scope of their services involves two parts.  Part l includes the kick-off meeting and public information campaign, assessment of existing conditions in the area, and conceptual planning of the village center.  Part 2 includes the preparation of a village center overlay with district regulations and guidelines, preparation of an implementation program and potential funding sources.

The critical issues discussed were traffic congestion and circulation in the area, the increase in the numbers of older part-time residents becoming full time residents, and a market assessment to ensure the viability of the area as a year-round destination.  In addition, there is a need for affordable housing, light industrial space and health services.

The Committee discussed the Stantec report in detail.  Bernie suggested that a pedestrian walkway or a tunnel to cross Route 6 should be considered.  (Route 6 will be repaved in the fall and then no changes for 5 years.)  Mike Cole requested Committee members to take some photos  of desirable areas, buildings or centers for future planning use.  David will take some aerial photos.  A tie-in with the bike trail for businesses and restaurants was also discussed

Community involvement is an important component.  Mike Abeid will contact the Chamber of Commerce for their ideas.  A booth at Windmill Weekend was discussed as a possible point for disseminating information on the North Eastham Village Center.  Joan will contact Sue Silver, Windmill Weekend Chairman, to determine if space is available.

The NEVC sub-committee will be meeting next week.

Joan reported on the Fresh and Salt Water Beach Access Committee.  Residents and visitors are enjoying all of the beaches and the parking lots do not appear to be as crowded as they were last year.  The committee will be meeting on the 9th.  

On the Communication/Town Committee issue, Marc has not yet received the charges for the various town committees.  Karl has some information on these and will e-mail them to Joan and Marc.

New members of the Critical Planning Committee are expected to be appointed at the Selectmen meeting on Monday, August 7th.  As many as 5 new members are expected.

There being no further business, the meeting adjourned.

The next meeting will be Thursday, September 7th at 3 PM in the town hall.
